In partnership with the Guyana Police Force (GPF), the Pan American Development Foundation (PADF) successfully organized an intensive training program titled ‘First Responder Computer Forensics.’ The training took place at the Officers’ Training Centre and provided cutting-edge instruction in the realm of computer forensics. Over the course of five days, a group of twenty-two (22) participants underwent comprehensive training, equipping them with vital skills to combat cybercrime.
Running from August 21 to August 25, 2023, this training initiative was generously funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL). Its significance lies in its pivotal role in empowering first responders with specialized expertise, enabling them to effectively address cybercrimes that pose a growing threat to society.
The training encompassed a multifaceted curriculum designed to impart hands-on proficiency in various areas. Participants were adeptly instructed in handling electronic evidence, securing digital crime scenes, and navigating the intricate landscape of cyber investigations. The program also emphasized fundamental competencies such as evidence preservation, modern forensic techniques, and the adept management of crime scenes. The focus was on implementing best practices for collecting, documenting, and preserving evidence, empowering the participants to safeguard the integrity of crime scenes and contribute valuably to the success of criminal investigations.



Conducted by seasoned experts hailing from the United Kingdom and Portugal, the training sessions fostered a dynamic environment that promoted the exchange of knowledge and the honing of practical skills. The curriculum covered several essential topics, including:
Digital Evidence Handling: Participants were schooled in the correct methodologies for acquiring, preserving, and analyzing digital evidence to ensure its admissibility in court.
Cybercrime Investigations: The program delved into the methodologies employed to trace cybercriminal activities, identify potential vulnerabilities, and respond rapidly to cyber incidents.
Forensic Tools and Techniques: Through hands-on experience, participants gained proficiency in using forensic tools and extracting and interpreting data from diverse digital devices.
Legal Considerations: The training provided insights into the legal nuances surrounding digital evidence, stressing the importance of maintaining a well-documented chain of custody and adhering rigorously to legal standards.
The training was made possible under the aegis of PADF’s INL-funded Regional Caribbean Police Professional and Modernization Project. This larger initiative aims to elevate the educational and operational benchmarks of police academies across Caribbean Basin Security Initiative (CBSI) nations. By doing so, law enforcement officers are better poised to tackle security challenges facing citizens, ultimately fostering stronger connections with the communities they serve.
